As part of its national hydrogen strategy targeting 4.5 GW of electrolyser capacity by 2030, France is supporting landmark projects such as the FertigHy low-carbon fertiliser complex in northern France. This facility will produce 170,000 tonnes of ammonia annually using renewable electricity through a 200 MW electrolyser, expected to commence operations in 2027. With rising EU carbon costs and fertilizer sector emissions under scrutiny, the move towards renewable ammonia is considered a climate-aligned step forward. France is expanding its ammonia footprint beyond borders through major global partnerships. In October 2024, TotalEnergies and Engie signed a €17 billion agreement with Morocco’s OCP group to develop large-scale green hydrogen and ammonia infrastructure for export to Europe. Targeting 200,000 tonnes per year by the late 2020s, the Moroccan project will leverage solar-rich zones in North Africa and ship ammonia to French ports such as Fos-sur-Mer and Le Havre. Nitrogen-based fertilizers remain the dominant use of ammonia in France, sustaining intensive crop production across regions such as Île-de-France, Normandy, and Occitanie. Demand remains resilient despite a minor decline of around 1.8% in ammonia consumption in 2024 due to rising fertiliser prices and weather-related planting delays. This is due to EU subsidies under the Common Agricultural Policy and increasing attention to precision farming techniques, which optimise nitrogen application and reduce leaching. Agricultural stability continues to form a strong domestic foundation for France’s ammonia market.
France’s Hydrogen Strategy, launched in 2020 and revised in 2023, earmarks over €9 billion for building electrolyser capacity, grid upgrades, and clean fuel infrastructure, including ammonia. The Morocco–France green ammonia initiative, led by OCP, TotalEnergies, and Engie, aims to channel 200,000 tonnes of renewable ammonia annually into Europe via maritime corridors, starting in the late 2020s. This project enhances France’s import resilience and reduces reliance on Russian gas-derived grey ammonia, which is particularly crucial after recent geopolitical disruptions in Eastern Europe. The liquid segment represents a major portion of ammonia consumption due to its efficient storage, transportation, and extensive industrial applications. Its high nitrogen concentration makes it particularly valuable for agriculture, where it serves as a key raw material for producing urea, ammonium nitrate, and other nitrogen-based fertilizers. Established bulk storage and transportation infrastructure further supports its large-scale consumption across industrial facilities.
Gaseous ammonia is primarily used in applications requiring controlled and direct introduction of ammonia into industrial processes. It is utilized in chemical processing, emissions control, heat treatment, pharmaceutical production, and specialized manufacturing operations. Gaseous ammonia enables accurate dosing and rapid chemical reactions, making it suitable for facilities requiring precise process control. Its application in industrial refrigeration and environmental treatment systems also contributes to segment demand.

Agriculture is the leading end-use segment due to the extensive consumption of ammonia in nitrogen fertilizer production. Ammonia is a fundamental feedstock for manufacturing urea, ammonium nitrate, ammonium sulfate, and other fertilizers that improve soil fertility and crop productivity. Anhydrous ammonia can also be directly injected into agricultural soil as a concentrated nitrogen source. Direct procurement allows buyers and producers to establish long-term supply agreements covering volumes, product specifications, delivery schedules, and safety requirements. This approach is particularly suitable for bulk ammonia because its transportation, pressurized storage, and handling requirements demand coordinated supply arrangements.
The distribution channel mainly serves small and medium-sized industrial customers requiring flexible quantities and localized supply. Distributors connect ammonia producers with customers across refrigeration, pharmaceuticals, textiles, water treatment, and other specialized industries. They provide regional storage, transportation, inventory management, cylinder or bulk delivery, and technical support. Distribution networks are especially important for customers located away from major production facilities or those whose consumption volumes do not justify direct procurement.
