Traditional precision strikes relied on missiles costing around USD 1 million per shot. Kamikaze and low-cost loitering drones, such as LUCAS and Terra AI, cost around USD 35,000 and USD 2,500, respectively per shot. Their expendable design, flexible modelling, mass production capabilities, and low entry barrier, make them ideal for defense forces worldwide. This has built a low entry barrier for forces with constrained budgets and offers non-state actors to build a defense system of their own.
The table below shows the global landscape of loitering drones.

Note: The table only considers approximate 2026 pricing for type-based comparison, not absolute per-unit cost.
The average selling price (ASP) by drone type was derived by first grouping the drones into six broad categories: Oneway loitering munition, Small tactical loitering munition, Medium loitering munition, Tactical loitering munition, FPV loitering, and Quadrotor loitering munition. For each type, a representative price midpoint was calculated from the known price ranges of drones in that category (e.g., LUCAS and Shahed136 for one-way loitering, Switchblade 300 for small tactical, etc.). These midpoints were then used as the average price for the type, providing a simplified, type-focused view of cost across low-cost loitering drones without being skewed by individual models.
